Hancock's office is more like a messy studio apartment. There's stacks of dirty dishes in the sink and I'm pretty sure he sleeps on one of those couches, because the furnished bedroom with the balcony doesn't have a mattress or anything except some extra storage. I assume that was where Vic lived and shit went down, and I think that might be why Hancock is averse to using it as a detached living space from where he conducts business and receives audience. I think it shows him as more of a humble man of the people that he's accessible in his own home. I don't know if the developers put that much thought into object placement, but that was my interpretation.
